watercolour painter, illustrator and illuminator, was described as an artist of Pitt Street, Sydney when he and the architect J.J. Davey were arrested in August 1867 for stealing a copy of the Builder from the Sydney Mechanics School of Arts’ library. The following month the pair threatened to sue the secretary of the School of Arts 'for false imprisonment and loss of character’.

A member of the NSW Academy of Art in the 1870s, Winn showed a pair of pen-and-ink sketches with the academy in 1872 which were reported to have 'excited astonishment at their exquisite finish’. His watercolours, Morning and A Study , were commended as 'highly finished, and worth inspection’ when shown in 1875. That year his illuminated drawing in the annual exhibition of the Agricultural Society of New South Wales was highly commended.
