professional photographer, worked from various addresses in Emerald Hill (South Melbourne) in 1863-71, with a brief interlude at 57 Collins Street East in premises previously occupied by Batchelder & O’Neill in 1866-67. There he advertised twelve cartes-de-visite for 15s, three to be 'beautifully coloured’. He exhibited plain, coloured and 'mezzotint’ portrait photographs at the 1866 Melbourne Intercolonial Exhibition, the last being awarded an Honourable Mention. Goulter worked in Chapel Street, Prahran in 1876-93.
