Toms is the designer of wallpapers featuring illustrations of a waratah in R.T. Baker's The Australian Flora in Applied Art, Technological Museum, Sydney, 1915. Figure 55, 58. He is described as a museum artist and lecturer in Applied Art at the Sydney Technical College (p.43).
