Designer, Chief Draughtsman in the Survey Department in 1867. Dean had arrived in Western Australia with the Royal Engineers and was Clerk of Works at Fremantle. He won an award at the 'Inter-Colonial Exhibition’ in Victoria 1866-67 and one for penmanship at the 1881 'Perth International Exhibition’ organised by Joubert and Twopeny. Dean lived in Ventnor Avenue, West Perth, in 1905.

Oline Richards writes of him: “Many of the addresses were made by Edward Charles Dean whose work dominated this period in colonial history. Dean developed a restrained personal style based on careful Old English lettering with modest embellishment of the capitals in gold and coloured inks and the use of heraldic symbols and crests.”

He undertook a number presented to Governor William Cleaver Robinson, three times Governor of Western Australia.
