Foulkes was an illustrator for the advertising agency Walker, Robertson, Maguire and other agencies. As a poster artist, he also worked in outdoor advertising. His work is illustrated in R. Haughton James, The Arts in Australia series, "Commercial Art", Longmans, 1963. He was an early member of the Society of Designers for Industry.
