sketcher and merchant, drew a 'panoramic view of Launceston’ taken from 'four stations on the Windmill Hill’, according to the Launceston Advertiser of 5 November 1840. Reviewing the picture when it was on view at Dowling’s Stationery Warehouse in Launceston, the paper reported that earlier attempts of this kind had none of Harvey’s accuracy and care in execution. His drawing (called a sketch and probably in pencil) was on show in order to gather subscribers for a print to be published in England. None is known.

Harvey had probably come to Launceston in 1839. In July 1845 he married Eliza, eldest daughter of Robert Wales, police magistrate of Evandale. A merchant in Launceston, he died of heart disease in June 1855 shortly after returning from a trip to England.
