Chappel began study at Sydney College of the Arts, but left to design costume for the TV series, "E Street". By the early 1990s he was designing costume for the Sydney Drag Scene (notably The Albury Hotel, Paddington). He later shared an Oscar with Lizzy Gardiner for costuming "The Adventures of Priscilla, the Queen of the Desert" in 1995. He works in theatre, film, fashion and advertising.
