art administrator, studied in London. As the inaugural director of the Western Australian Museum and Art Gallery, which opened in stages from 1892, he played a pivotal role in the artistic life of Perth. He modelled his institution on the South Kensington Schools (as did most colonies) and the Perth Technical School and other educational institutions were encouraged to draw on the collections as teaching aids.
