Frederick Mosey was born in 1857. He was an amateur artist and businessman who exhibited lively pen and ink drawings and sketches of fowls in the 1901 West Australian Society of Arts Annual Exhibition. In 1892 Mosey established a land agency.

Mosey was the son of Captain William Mosey a ship-owner in England, United Kingdom. He entered the mercantile marine service but left it to pursue mercantile endeavours. Mosey arrived in Western Australia in 1887 where he managed Shenton’s Perth business. He established a land agency in 1892. Mosey’s home was in Bellevue Terrace overlooking Perth.
