James Simon (also known as Jim Simon) was born in Wellington, NSW and is of the Wiradjuri people. He grew up in the inner city Sydney suburbs of Redfern, Waterloo and Marrickville.

Simon has been a member of Boomalli Aboriginal Artists Cooperative and has exhibited many times with this organisation. In 1987 he was awarded a grant by the Aboriginal and Torres Strait Islander Arts Board of the Australia Council for the Arts.
Simon is a self-taught artist painting mainly in oils and in the 2005 catalogue of the Parliament of NSW Indigenous Art Prize he states that his favourite artists are Picasso, Tom Roberts , Salvador Dali and Albert Namitjira.
