painter, art teacher and gold-digger, came to Victoria in the 1850s from his native city, Glasgow, Scotland, and searched for gold at Ballarat. In 1861 he moved to Sandhurst (Bendigo) where he painted a banner for the Loyal Industry Lodge of the Manchester Unity Order of Odd Fellows; the lodge showed this at the 1861 Victorian Exhibition, Melbourne. When the Sandhurst School of Design opened in 1871 Bell taught modelling and oil painting there.
