Samuel Bailey Dowsett was a teacher, journalist and convict. He taught drawing in Hobart Town and later moved to Melbourne where he worked as a newspaper reporter. Dowsett died in 1885.

At the beginning of 1831 he advertised that drawing was taught at his Woodland House seminary in Hobart Town, re-opening on 31 January. Later he moved to Melbourne and worked as a newspaper reporter. On the night of 7-8 August 1885, Dowsett, 'one of the oldest pressmen in the colony’, died at his residence, Jesmond Place, in Bourke Street.
