William Kemp was an ensign in the 51st Regiment of Light Infantry in Hobart Town. He is known from a drawing inserted in a fellow soldier's sketchbook.

His signed sketch, Hobart Town from behind the Old Wharf Barracks (Allport Library and Museum of Fine Arts, State Library of Tasmania, Hobart, Tas), is loosely inserted into the sketchbook of James William Mansfield , a fellow sketcher in the regiment.
