Baker was educated in UK, immigrated to Australia. As an assistant curator at the Technological Museum, Baker became a great supporter of the use of Australian flora and fauna in design and decoration. His book, The Australian Flora in Applied Art (1915) was a great influence on the decorative arts. He has associations with Lucien Henri and Lucien Dechaineaux, teachers in the technical college system.
